Preventive and Protective Measures against Insider Threats

What is the “Insider Threat” to Nuclear Facilities and Materials?  

A number of measures are available to facility operators to defend against theft or sabotage  by an insider adversary. Nuclear Security Series No. 8 Preventive and Protective Measures against Insider Threats describes an “Insider” as an adversary who could take advantage of their access rights, their authority and knowledge of their facility, to bypass dedicated physical protection elements and other safety, material accountancy and control, and operating measures and procedures to perform a malicious act. Insiders are normally described by their actions - active (either nonviolent or violent), passive, or unknowing.  Insiders can work alone or as part of a larger conspiracy. Insiders have more opportunities to select most vulnerable target and the best time to strike. An insider may be in any position in a facility, from the highest level of management, to the facility’s hands-on nuclear technicians. A facility nuclear security system must be evaluated against both external and internal threats.
