RTC on Authorization, Inspection, and Enforcement of Radiation Safety and Nuclear Security for Industrial Practice

The purpose of the event is to train the participants on the review, assessment, authorization, inspection, and enforcement of radiation safety and nuclear security of radioactive material and radiation generators used in industrial practices. The workshop is developed specifically for radiation facilities and radioactive materials and combines safety and security aspects of the subject matters. Materials of the workshop are based on the provisions of the IAEA publications of Safety Standards and Nuclear Security Series, especially TRS 1002.

 

The course is intended for participants from IAEA Member States who are staff at regulatory bodies or other government organizations with direct involvement in the implementation of regulatory functions for radiation protection or security of radioactive material. Participants should be experienced regulators with at least 5 years of direct involvement in the licensing process of industrial practices, including regulatory inspection and enforcement, either for radiation protection or security of radioactive material. Participants should familiarize themselves with the content of relevant IAEA safety standards and security guidance and with the code of conduct of the safety and security of radioactive sources and complementary guidance.

 

The workshop will be offered in English, French and Spanish languages.

Regional Workshop on Safety and Nuclear Security Culture Values and Approaches

The Regional Workshop on Safety and Nuclear Security Culture Values and Approaches addresses the importance of building, promoting, and maintaining safety and nuclear security cultures within the regulatory body and stakeholder's organizations. The workshop is developed specifically for radiation facilities and radioactive materials and combines safety and security aspects of the subject matters. Materials of the workshop are based on the provisions of the IAEA publications of Safety Standards and Nuclear Security Series.

The target participants of this workshop are the management of the regulatory body and/or authorities in charge for safety and security of radioactive materials in the country. Upon completion of the workshop the participants shall be familiar with safety and nuclear security cultures values and approaches including self-assessment.

 

The workshop will be offered in English, French and Spanish languages.

Atelier régional sur les orientations stratégiques pour l’établissement de systèmes de gestion intégrés pour les organismes de réglementation

Les systèmes de gestion sont reconnus par l'AIEA et ses États membres comme l'un des éléments les plus importants des installations et des activités ainsi que de l'organisme de réglementation et des autres organisations gouvernementales pour atteindre l'objectif fondamental de sûreté et l'objectif du régime de sécurité nucléaire d'un État. La pertinence d'une gestion efficace de la sûreté est reconnue dans les principes fondamentaux de sûreté 1 et 3. De même, l'élément essentiel 12 du régime de sécurité nucléaire d'un État reconnaît l'importance d'un système de gestion intégré pour contribuer à la durabilité du régime de sécurité nucléaire.

Le système de gestion d'un organisme de réglementation a trois objectifs principaux : i) veiller à ce que l'organisme de réglementation s'acquitte correctement des responsabilités qui lui sont confiées, ii) maintenir et améliorer les performances de l'organisme de réglementation au moyen de la planification, du contrôle et de la supervision de ses tâches réglementaires, iii) favoriser et soutenir une culture de la sûreté et de la sécurité nucléaire au sein de l'organisme de réglementation par le développement et le renforcement du leadership ainsi que de bonnes attitudes et de bons comportements en matière de sûreté et de sécurité nucléaire de la part des individus et des équipes.

Cet atelier vise à favoriser la mise en place de systèmes de gestion intégrés dans les organismes de réglementation, conformément aux publications de l'AIEA sur la sûreté et la sécurité nucléaire. Il s'adresse aux pays participant à la phase II du projet de développement de l'infrastructure réglementaire pour l'Afrique.

L'atelier comprend 22 presentations, 2 sessions de partage d'expérience, 5 exercices pratiques et 2 débats. Il sera dispensé selon une modalité hybride du 31 octobre au 4 novembre 2022 à Rabat, Maroc.

Regional School on Leadership in Radiation Safety and Security of Radioactive Material - RIDP-LAC II

La Escuela Regional de Liderazgo en Seguridad Radiológica y Seguridad Fisica del Material Radioactivo es un curso de capacitación que apoya a los organismos reguladores en su trabajo en pro del liderazgo y la cultura de seguridad radiológica y la seguridad fisica del material radiactivo ayudando a los profesionales ocupando puestos de dirección intermedia a potenciar su potencial de liderazgo. Lo hace mejorando su comprensión de lo que significa el liderazgo en la práctica considerando entornos de trabajo regulador con sus complejidades inherentes y, a menudo, en situaciones conflictivas o desafiantes.

El programa de la Escuela se basa en las publicaciones de la Serie de Normas de Seguridad y de la Serie de Seguridad Nuclear del OIEA. La Escuela contribuye al régimen global de seguridad tecnológica y de seguridad fisica nuclear mediante el fortalecimiento de los esfuerzos de creación de capacidades.

 La Escuela examina el liderazgo en seguridad tecnológica y fisica nuclear en diferentes situaciones. Su programa se basa en estudios de casos, en los que los participantes analizan e interactúan en situaciones que plantean temas desafiantes temas como la sustracción de una fuente radiactiva de un centro médico, las consecuencias del descubrimiento de una fuente huérfana transportada inadvertidamente a un tercer país o las necesidades de mejora en el marco regulatorio para mejorar el rendimiento regulatorio después de un incidente en una instalación radioactiva.

 El programa también incluye presentaciones, sesiones informativas, actividades interactivas, estudio individual, trabajo en grupo en clase y discusiones.

Esta Escuela Regional en particular está dirigida a los países que participan en la fase II del Proyecto de Desarrollo de Infraestructura Reglamentaria para la región de América Latina y el Caribe, e incluye 3 estudios de casos y un conjunto de conferencias técnicas y sobre factores humanos destinadas a mejorar las habilidades de liderazgo. La Escuela Regional tendrá lugar del 1 al 5 de agosto de 2022 en Viena, Austria.

Regional workshop on strategic directions for establishing integrated management system for regulatory bodies

Management systems are recognized by the IAEA and its Member States as one of the most important elements of facilities and activities and of the regulatory body and other government organization to achieve the fundamental safety objective and the objective of a State’s nuclear security regime. The relevance of an effective management for safety is acknowledged in the Fundamental Safety Principles 1 and 3. Likewise, Essential Element 12 of a State’s Nuclear Security Regime acknowledges the importance of an integrated management system to contribute to the sustainability of the nuclear security regimen.

 

The management system of a regulatory body has three main purposes: i) ensure that the responsibilities assigned to the regulatory body are properly discharged, ii) maintain and improve the performance of the regulatory body by means of the planning, control and supervision of its regulatory duties, iii) foster and support a culture for safety and for nuclear security in the regulatory body through the development and reinforcement of leadership as well as good attitudes and behaviour in relation to safety and nuclear security on the part of individuals and teams.

 

This workshop aims to foster the establishment of integrated management systems in regulatory bodies in accordance with IAEA publications for safety and nuclear security. It targets countries participating in the phase II of the Regulatory Infrastructure Development Project for Africa.

 

The workshop includes of 20 lectures, 2 experience sharing sessions, 5 practical exercises and 2 debates. It will be delivered using hybrid modality from 29 May to 3 June 2022 in the VIC, Vienna, Austria.
