That is why the IAEA devotes substantial resources to assist States in developing the relevant capabilities that enable them to cooperate effectively in safeguards implementation. It also offers guidance and assistance to States to enhance the understanding of their safeguards obligations.
This assistance is provided through advisory service missions, training courses, and the publication of guidance documents and reference materials.

Course Objective:
This informational module introduces the IAEA Safeguards and SSAC Advisory Service (ISSAS)—a voluntary peer review that supports States in strengthening their safeguards systems. Learn how an ISSAS mission works, what topics it covers, and the value it brings. Led by a team of technical and legal experts, each mission provides a comprehensive review of a State’s System of Accounting for and Control of Nuclear Material (SSAC), identifying good practices and offering tailored recommendations. Any State with an IAEA safeguards agreement can request an ISSAS mission.

State Declarations Portal
The State Declarations Portal (SDP) is a secure, web-based platform that enables two-way information exchange between States or Regional Authorities and the IAEA. Developed in close collaboration with over 100 Member States and international organizations, the SDP supports the timely and accurate submission of safeguards declarations—streamlining communication and enhancing transparency.
This course introduces the purpose, features, and use of the portal, and is ideal for State or regional authority staff involved in safeguards reporting. Originally launched in 2017, the SDP reflects the IAEA’s ongoing commitment to facilitating scientific and technical cooperation.
