The cooperation between States and the IAEA is a critical factor in the successful implementation of IAEA safeguards. Effective cooperation not only demonstrates a State’s commitment to the peaceful use of nuclear energy, it is also essential for the effective and efficient implementation of IAEA safeguards.
That is why the IAEA devotes substantial resources to assist States in developing the relevant capabilities that enable them to cooperate effectively in safeguards implementation. It also offers guidance and assistance to States to enhance the understanding of their safeguards obligations.
This assistance is provided through advisory service missions, training courses, and the publication of guidance documents and reference materials.

Everything you need to know about ISSAS!

Course Objective:

The objective of this online module is to be informational and introduce the IAEA Safeguards and SSAC Advisory Service (ISSAS), which benefits they bring for Member States and which topics can be covered during the mission. An ISSAS mission provides a comprehensive review of a States System of Accounting for Control of Nuclear Material (SSAC) by a team of technical and legal experts. The voluntary peer review mission covers all aspects of SSAC to identify good practices and establish recommendations to further strengthen a State's implementation of safeguards. All States with and IAEA Safeguards agreement can request an ISSAS mission.

Protocol Reporter 3

The Protocol Reporter version 3 (PR3) is a computer software programme developed and provided by the IAEA, that facilitates the preparation by Member States of declarations pursuant to Article 2 and 3 of the Protocol Additional to Safeguards Agreements (Additional Protocol or AP). Safeguards for States Introducing Nuclear Power

A nuclear power programme requires careful planning, preparation and a major investment in both time and resources. A decision to embark on a nuclear power programme represents a long-term commitment. One important aspect to consider for a State embarking on nuclear power is safeguards.

State Declarations Portal

The State Declarations Portal (SDP) is a web-based system that supports secure bi-directional information exchange between States or Regional Authorities and the IAEA. The State Declarations Portal was originally launched in 2017 and is in line with the IAEA's mandate "to foster the exchange of scientific and technical information on peaceful uses of atomic energy". It is operated and maintained by the IAEA in collaboration with over 100 Member States and international organizations.

This eLearning Course was first released in June 2021.
